Small Employer COR Certification

The Small Employer Certificate of Recognition Program (SECOR™) is an occupational health and safety accreditation program that verifies a fully implemented safety & health program which meets provincial standards.

The SECOR is designed to provide small employer contractors of 10 or less employees with the practical solutions for a safer workplace; offering a simple, straightforward approach to safety, helping reduce the human and financial losses implicated with accidents.

Achievement of your Small Employer COR Certification will include completion of required training; implementation of your safety program; and verification CSAM audit standards are met.

Upon registration into the Small Employer COR Certification program, your company will receive a registration number, which demonstrates your company's commitment into a registered safety program as well as a CD which will assist you in personalizing your company safety manual.

Training Requirements

Simplified Safety

  • Provide contractors with practical solutions for developing and implementing an effective safety and health system, aiding you to meet your legal responsibilities of the Workplace Safety & Health Act.
  • Provide each employer with a customizable template to assist in creating a company safety manual that includes personalized policies, forms, and checklists. Your personalized safety manual, and course content, will revolve around the implementation of three basic elements:
    • Identification of Hazards (both existing and potential)
    • Communication of Hazards (tell others about them)
    • Control of Hazards (to control or reduce the risk)
  • *Mandatory for company owner and/or the most senior company representatives

WHMIS Train the Trainer

  • Qualify participants to conduct a generic WHMIS training program and give them the knowledge to develop a site-specific program. By legislation, all workers working with, or in the proximity, of a controlled product are required to receive training.

Safety Auditor Training

  • Through practical application, participants will be shown how to conduct an audit and how to utilize standardized forms. Also, they will gain experience working with the three verification techniques: D-documentation, O-observation, and I-interviews which will assist in the creation of an audit summary & the development of a corrective action plan.

COR™ compared to Small Employer COR™

The main reason often stated for going with the full COR™ program is that it is Nationally Recognized.

Both COR™ and SECOR are provincially recognized by the WSH Division and WCB – either one are also acceptable for the majority of MIT; City of Wpg; and U of M tenders, etc.

SECOR is often used by small employers as a “stepping-stone” to achieving COR™.    The main benefit of SECOR is that companies are provided with a generic safety manual and full electronic cd to customize policies – removing a large administrative concern of most small employers.  In SECOR, the 14 elements of the COR™ program are simplified into 3 elements.

The steps to achieving SECOR™ Certification include:

  • Completion of 3 training modules
  • Completion of a company safety manual
  • Implementation of a company safety program
  • Audit by company (generally 3-6 months after the safety program implementation)
  • CSAM Audit
  • Independent Audit
