COR® Reciprocity & Equivalency

The Certificate of Recognition (COR®) Program is the ultimate accreditation to verify companies that have implemented a comprehensive safety and health program.

COR® is nationally registered, trademarked and endorsed by the Canadian Federation of Construction Safety Associations (CFCSA) and is delivered through member associations that have a formal Memorandum of Understanding (MOU) to serve as the Authority Having Jurisdiction to grant COR® in their respective province/territory.

COR® Reciprocity

Although COR® is a national standard, COR® Certification must be granted by the Authority Having Jurisdiction in each of the provinces/territories a company works in. COR® Reciprocity can be granted to companies who are COR® Certified through a CFCSA member but who do not have a permanent base of operations or active work in the jurisdiction they are requesting reciprocity from.

A straightforward process is available to companies that have achieved COR® and would like to request Reciprocity in another jurisdiction.

The following documentation is required to request COR® Reciprocity from CSAM:

  • An application for COR® Reciprocity from your host construction safety association confirming current COR® Certification and date of expiry.
  • COR® Reciprocity Declaration Letter

Once the above material is received and successfully reviewed by CSAM, the company will be issued the following:

  • Letter of COR® Reciprocity for Manitoba.
  • Explanation of CSAM’s COR® Equivalency in Manitoba, including Section 15 – Manitoba Supplement requirement for when working in Manitoba.
  • Copy of the provincial Workplace Safety and Health Act and Regulation.

The letter of COR® Reciprocity in Manitoba will be issued with the same expiration date of your provincial or territorial COR® Certificate (up to a maximum of 12 months). It is the company’s responsibility to re-apply when their Manitoba COR® Certificate expires.

Please note, once your company arrives in Manitoba and begins work, your COR® Reciprocity status is invalid at which point you must apply for COR® Equivalency.

COR® Equivalency

If you will be working in Manitoba, CSAM has an additional requirement to verify an out of jurisdiction COR® Certified company meets the specific requirements of COR® within Manitoba’s jurisdiction – verified as COR® Equivalency.  This is due to stakeholder’s reliance/requirement that COR® is validated by CSAM as meeting the legislative and jurisdictional requirements of any contractor in Manitoba.  Manitoba COR® Equivalency can be granted either before coming to Manitoba or once they begin work in Manitoba.

Similar to COR® Reciprocity, an out of jurisdiction COR® Certified company will be granted recognition as meeting the national COR® accreditation standard (i.e.: credit/recognition of meeting all 14 sections of the harmonized audit template) and need only to verify Section 15 – Manitoba Supplement. Upon verification, Manitoba COR® Equivalency will be issued.

The following documentation is required to request COR® Equivalency from CSAM:

Once the above material is received and successfully reviewed by CSAM, the company will be issued the following:

  • Letter of COR® Equivalency for Manitoba.
  • Manitoba COR® Equivalency Certificate.
  • Explanation of CSAM programming in Manitoba.
  • Copy of the provincial Workplace Safety and Health Act and Regulation.

The Manitoba COR® Equivalency Certificate will be issued with the same expiration date of your provincial or territorial COR® Certificate (up to a maximum of 12 months). It is the company’s responsibility to re-apply when their Manitoba COR® Certificate expires.

Attaining Manitoba COR® Equivalency also provides eligibility to receive a 15% rebate on any WCB Premiums paid to the Manitoba Workers Compensation Board.

Likewise, companies that are COR® Certified in Manitoba can apply for COR® Reciprocity and/or COR® Equivalency from other provinces or territories.  Your CSAM team has developed a straightforward process to help you.  Please contact us directly if you require an out-of-province COR® Reciprocity/Equivalency.
