Manitoba has introduced an important update to the Workplace Safety and Health Regulation that will impact many construction projects across the province. Beginning April 1, 2027, select large construction sites will be required to provide hot water for handwashing.
This change is aimed at improving worker health, hygiene, and overall site conditions, while also creating greater consistency across the industry.
What’s Changing?
Under the updated regulation, employers and prime contractors must ensure that hot water is available for handwashing at certain construction sites. This requirement applies to industrial, commercial, and institutional projects that meet all of the following criteria:
- The building is greater than 600 square metres or more than three storeys in height, AND
- There are more than 25 workers on site, or that number is expected at any point during the project
This means planning for hot water is no longer optional - it must be built into project logistics from the outset.
When Does This Apply?
One of the most important aspects of this change is timing.
If an affected project is expected to exceed 25 workers at any stage, hot water must be available from the very first day of work, even if only a small crew is initially on site. This includes the site preparation phase.
Waiting until the workforce reaches 25 workers is not permitted under the new regulation.
Why the Change?
This amendment stems from a comprehensive review of Manitoba’s workplace safety and health legislation that began in 2022. The process included public consultation and input from a review committee made up of labour representatives, employers, and technical experts.
In January 2025, the committee submitted its report to the Minister, which included a unanimous recommendation to require hot water for handwashing at larger construction sites.
The update reflects a growing recognition of the importance of proper hygiene in preventing illness, supporting worker well-being, and maintaining safe worksites.
What Are the Benefits?
The introduction of mandatory hot water for handwashing is expected to deliver several key benefits:
- Improved hygiene and worker health, particularly in environments where exposure to contaminants is common
- Enhanced working conditions, supporting worker comfort and dignity
- Greater consistency in tendering, ensuring all contractors account for the same requirements during project planning and bidding
What Should Employers Do Now?
Although the regulation does not come into effect until April 1, 2027, employers and prime contractors are encouraged to begin preparing now. This includes:
- Factoring hot water access into project design and site setup
- Reviewing current sanitation facilities and identifying gaps
- Planning for early installation during site preparation
