SET Training Standards
At CSAM, our mission has always been to provide unparalleled support and resources to ensure the highest standards of workplace safety across Manitoba. The SAFE Work Endorsed Training Standards reflect this commitment by establishing a consistent and reliable framework for safety training.
Developed through collaboration with industry stakeholders and aligned with Manitoba’s Five-Year Prevention Plan, these standards elevate the quality and consistency of safety training, ensuring that workers are equipped with the skills and knowledge to stay safe and that every worker returns home at the end of the day.
ABOUT
The Need for Standardization
In 2018, the Research and Workplace Innovation Program (RWIP) Project titled Manitoba Integrated Standardized Safety Training (MISST) underscored the urgent need for standardized training in the construction sector. This comprehensive study led to the strategic prioritization of a training standards program for all Manitobans within the Workers Compensation Board of Manitoba (WCB) – 5 Year Prevention Plan.

Collaboration and Development
In 2019, the Manitoba Building Trades, Construction Safety Association of Manitoba and SAFE Work Manitoba created a project partnership to lead the Steering Committee tasked with the development of the Manitoba Safety & Health Training Standards Program.
A large partner advisory group, comprising of stakeholders from labour, industry-based safety programs, training providers, educational institutions and government, provided invaluable feedback and leveraged lessons from other jurisdictions to create a robust framework for the creation of these crucial training standards.
By 2021, the Manitoba Safety and Health Training Standards Council was established to implement the development, accreditation and maintenance of training standards. Manitoba’s safety & health training standards are now formally branded as SAFE Work Endorsed Training Standards (SET).
The Impact of SAFE Work Endorsed Training Standards
The introduction of safety & health training standards marks a significant milestone in our collective efforts to enhance workplace safety in Manitoba. Today, thirteen SAFE Work Endorsed Training standards are available, covering a wide range of topics from Asbestos Awareness to Confined Space Entry.
Each standard outlines specific course requirements, learning objectives, and provider criteria, ensuring that training is not only comprehensive but also consistent across all providers. These standards help maintain a high level of training quality, crucial for the safety and well-being of Manitoba’s workforce.
TRAINING STANDARDS COUNCIL
Manitoba Safety and Health Training Standards Council
The purpose of the MSHTS Council is to guide the development and maintenance of standards for safety and health training delivered to Manitobans.
MSHTS Council members belong to the following organizations:
- Apprenticeship Manitoba
- Construction Safety Association of Manitoba
- Industry-based Safety Program Council
- Manitoba Building Trades
- Manitoba Federation of Labour
- MFL Occupational Health Centre
- SAFE Work Manitoba
- Workplace Safety and Health
Responsibilities of the Council include:
- Provide direction regarding the need for training standards on specific topics.
- Participate in the development, review and maintenance of training program and provider standards.
- Approve new or revised safety and health training program and provider standards.
- Serve a two-year term, that can be extended twice, up to a maximum of six years.
- Participate in meetings by telephone, video conference, web meeting or other mutually satisfactory arrangements that allow reasonable discussion and clear communication.
- Promote collaboration among stakeholder group participants in developing, testing and maintaining safety and health training standards.
- Support communication strategies by stakeholders that increase awareness and knowledge of standards for safety and health training and their benefits.
TRAINING STANDARDS
Comprehensive Standards for Enhanced Workplace Safety
The SAFE Work Endorsed Training Standards Program encompass Manitoba’s high-hazard risks and responsibilities. These training standards aim to create quality and consistency of safety training for high-risk activities, as well as legislated OHS programs and responsibilities. By creating uniformity in training content and delivery, the SET standards program will enhance employer confidence in the knowledge and skills of employees to protect themselves from workplace hazards.

Ensuring High-Quality Training That Aligns with Standards
Choosing a course that meets the SAFE Work Endorsed Training Standards (SET) is crucial for ensuring compliance and maintaining a consistent level of safety training.
To help you identify approved courses, the official SAFE Work Endorsed Training Standards logo has been created.
This logo is displayed on courses that meet the SET standards, signifying that the training provider has met the required criteria for content, delivery, and assessment.
TRAINING DATES
Plan Your Training with CSAM
CSAM is an accredited training provider for the majority of the Manitoba Safety & Health Training Standards established in 2023. Accredited courses and providers are being promoted by SAFE Work Manitoba (the preventative arm of government) as SAFE Work Endorsed Training (SET) – our accredited courses will include the SET icon in the course description.
